I just tried it and I had no problems downloading it. Maybe try again to see. You may need to have a codeplex account but I don't know for certain.

The file itself is passworded to prevent modification. You'll only have a problem if you try to open up the file with Abode Acrobat vs the Abode Reader.
Some people on Macs, mobile or other non-PC platforms have reported issues with the passworded file coming up so there is also a non-passworded version available in the downloads section. Just click on the downloads button to see the other downloads available.
